Overview of China International Import Expo
In May 2017, Chinese President Xi Jinping announced at the Belt and Road Forum for International Cooperation that China
will hold China International Import Expo (CIIE) starting from 2018.To hold CIIE is a significant move for the Chinese
government to push forward a new round of high-level opening-up, and an important measure to actively open the Chinese
market to the world. Chinese economy now has shifted to the stage of high-quality development from the stage of rapid
growth, and the demand for high quality and featured commodities and services is becoming increasingly strong. Hosting
CIIE is to create an open platform for international cooperation where all countries may present their national image and
conduct cooperation in international trade through opening up and sharing Chinese market. This not only helps satisfy the
demand of Chinese people for a better life, but also promotes all countries to develop trade and open up the market, further
advance economic globalization and an open world economy so as to build a community of shared future for mankind.
1.Time and Venue
Reply: The first CIIE will be held at National Exhibition and Convention Center (Shanghai) from 5 to 10, November 2018,
address: No. 333, Songze Avenue, Qingpu District, Shanghai, PRC.
2.Hosts, Supporters and Organizers
Reply: The CIIE will be jointly hosted by The Ministry of Commerce of PRC and the Shanghai Municipal People’s
Government, supported by such international organizations as WTO, UNCTAD and UNIDO and organized by CIIE
Bureau and National Exhibition and Convention Center (Shanghai) Co., Ltd.
3.Scale of CIIE
Reply: The total exhibition area is over 240,000 ㎡, including the Country Pavilion for Trade and Investment (30,000 ㎡)
and Enterprise and Business Exhibition (210,000 ㎡). The first “Hongqiao International Trade Forum” will also be hosted
and the supporting activities such as supply-demand matchmaking meetings, seminars and product releases will be held
during the Expo. Professional purchasers from over 100 countries and regions are expected to participate in the first CIIE.
4.About the Country Pavilion for Trade and Investment
Reply: The Area is about 30,000 ㎡. The relevant countries and regions will be invited to participate in CIIE to showcase
their development achievements of trade and investment, including trades in goods and services, industries, investment and
tourism, as well as representative products of the country or region with distinct features. It is exclusively reserved for
country exhibitions, not for business transactions. During the first CIIE, Chinese government will provide the raw space free
of charge for all countries joining the Country Pavilion for Trade and Investment and necessary aid and support for
developing countries, especially the least developed countries.
5.About the Enterprise and Business Exhibition
Reply: The Area consists of two sections: trades in goods and services. The section of trade in goods includes 6 exhibition
areas: High-end Intelligent Equipment; Consumer Electronics & Appliances; Automobile; Apparel, Accessories &
Consumer Goods; Food & Agricultural Products; Medical Equipment & Medical Care Products with a total area of
180,000 ㎡. The section of trade in services comprises 5 exhibition areas: Tourism, Emerging Technologies, Culture &
Education, Creative Design and Service Outsourcing with a total area of 30,000 ㎡.
6.Highlights of CIIE
Reply: 1. China is a huge market where the consumption and import grow rapidly. With the world’s largest population,
China is the second largest economy, as well as the second largest importer and consumer in the world. Now China has
entered a new development stage at which consumption keeps increasing, indicating enormous potential for the growth of
consumption and import. In the next five years, China is expected to import products and services valuing more than 10
trillion U.S. dollars, which provides a historic opportunity for enterprises across the world to enter the huge Chinese
market. 2. As a trade center of China, Shanghai boasts an ideal location. Located in the Yangtze River Delta Economic
Zone, Shanghai enjoys favorable location advantage, great economic strength, well-developed service industries and the
ability to allocate global resources. The container throughput of Shanghai Port has been ranking the first place for seven
consecutive years. The passenger throughput of airport exceeds 100 million, with flight network covering 282 cities
around the world. 3. The large exhibition is equipped with diversified and targeted supporting activities. Enterprises from
over 100 countries and regions are expected to participate in the first CIIE. Supporting activities such as supply-demand
matchmaking meetings, seminars and product releases will be held during the Expo. 4. Multiple measures will guarantee
all-round and effective service. The CIIE will facilitate participation in terms of customs clearance, inspection and
quarantine, provide long-term one-stop transaction services online and offline, and strengthen protection of intellectual
property rights to safeguard the rights and interests of merchants. 5. There is strong purchase demand and a large
number of professional purchasers. The CIIE will invite Chinese enterprises from across country to come to do business
in the unit of province, autonomous region and municipality directly under the central government. Merchants from
numerous countries will also be invited to the Expo.
7.Overview of the venue
Reply: The National Exhibition and Convention Center (Shanghai) is located in the core area of Shanghai Hongqiao
Business District, 1.5 km away from Hongqiao Transportation Hub. It is linked to Hongqiao Airport and Hongqiao
Railway Station via highways and the city’s metro line. NECC (Shanghai) is the world’s largest single block building and
exhibition complex with a total construction area of nearly 1.5 million ㎡. Facilities at NECC (Shanghai) include
exhibition halls, the commercial plaza, office buildings and a hotel. It has a total area of 500,000 ㎡, including 400,000 ㎡
indoor exhibition hall and 100,000 ㎡ outdoor area, with fully-equipped conference rooms surround the exhibition halls.
8.Main exhibitions held at the National Exhibition and Convention Center (Shanghai) in recent years:
Reply: About 100 world-class exhibitions, including Meeting of the BRICS Trade Ministers, have been held in the
National Exhibition and Convention Center (Shanghai) since 2015. Nearly 70 exhibitions were held in 2017 with an
exhibition area of about 4.7 million ㎡ and about 4.3 million merchants from all over the world were received throughout
the year. These exhibitions mainly include Shanghai International Automobile Industry Exhibition, China International
Industry Fair, THIS(the Health Industry Summit), China International Trade fair for Apparel Fabrics and Accessories,
China International Fashion Fair, Shanghai International Fashion Parenting Industry Fair, China (Shanghai) International
Furniture Fair, Shanghai International Auto Parts Exhibition, etc.

3.What kind of enterprises can participate in the Expo?
Reply: Legal and effective corporate enterprises registered outside the mainland China (hereinafter referred to as
“overseas”, including Hong Kong, Macao and Taiwan).
4.What kind of exhibits and services (hereinafter referred to as exhibits) can be exhibited?
Reply: 1. Exhibition area of trade in goods: Goods that are within the scope of the prescribed exhibits and manufactured
overseas (including Hong Kong, Macao and Taiwan). 2. Exhibition area of trade in services: services that are within the
scope of the prescribed scope and provided from overseas (including Hong Kong, Macao and Taiwan).
5.Whether CIIE is only for some countries of the world?
Reply: Until now, we have sent out invitations to more than 200 trading partners around the world, and we sincerely
invite enterprises from all countries and regional of the world to attend the Expo and share the development opportunities
of China.
6.If the exhibits provided by overseas enterprises are not within the specified scope, can they participate in
the Expo?
Reply: The exhibition range of the first CIIE now covers more than 100 categories of goods and service products.
According to the enrollment situation of exhibitors and the demand situation of Chinese enterprises and consumers, we
will adjust the exhibition area and exhibition range of trade in goods and services. Enterprises from all countries are
welcome to enroll for the Expo and demonstrate their high-quality goods and service. The exhibition range adjustment is
subject to the official website of CIIE.
7.Whether foreign enterprises can designate their enterprises or representative offices established in China to
participate in the Expo?
Reply: CIIE sincerely invites overseas-registered enterprises from all countries and regions (including Hong Kong,
Macao and Taiwan) to participate in the Expo. As an exposition characterized by imports, we do not invite enterprises
in China established by overseas (including Hong Kong, Macao and Taiwan) enterprises with joint venture, cooperation
and sole proprietorship, as well as the representative offices set up in China.
8.Whether enterprises from Hong Kong, China and Macao, China can participate in CIIE?
Reply: The economic and trade exchanges and cooperation between The mainland of China and Hong Kong and
Macao are increasingly close, and they are important trading partners of each other. Enterprises from Hong Kong and
Macao are welcome to participate in CIIE as exhibitors or purchasers, and share the development opportunities of our
motherland, and let us create a better future together.
9.Whether enterprises from Taiwan of China can participate in CIIE?
Reply: Taiwan of China has always been an important trade partner of the mainland of China, and the economic and
trade relations between the two sides are close. Enterprises from Taiwan are welcome to participate in CIIE as
exhibitors or purchasers and share the development opportunities of the mainland to jointly create a better future.
10.Whether enterprises in China can apply for participating in the Expo?
Reply: Under the principles of fairness and consistency, enterprises in China, regardless of state-owned, private or
foreign capital enterprises, are not invited to participate in the Expo.
11.Whether exhibitors’ products manufactured in China can be exhibited?
Reply: No.
12.Book Rates of Standard Booth and Raw Space.
Reply: The booth rates for a standard booth are 3,000 USD / 9㎡, and the booth rates for a raw space are
300 USD /㎡ (the minimum area is 36㎡). If the booth is booked by January 31, 2018, a discount of 20% can be
provided, i.e., the booth rates for a standard booth are 2,400 USD / 9㎡ and for a raw space are 240 USD /㎡ (the
minimum area is 36㎡).
13.Are there any supportive polices for the exhibitors from the least developed countries?
Reply: There is 20% discount for the raw spaces and standard booths’ booth rates. (This can be used in conjunction
with the discount for booking before January 31, 2018, namely a total discount of 36%). At the same time, each of
these countries will be provided with two standard booths free of charge.
14.Are there any other preferential measures?
Reply: The enterprises with a booth area of above 500 square meters will be provided a discount of 10% for the
booth rates for raw spaces and standard booths (This can be used in conjunction with the discount for booking before
January 31, 2018, namely a total discount of 28%).
15.Will 20% discount be valid after Jan. 31, 2018 for booth fees?
Reply: After Jan. 31, 2018, it won’t be valid. However, the enterprises with a booth area of above 500㎡ can still
enjoy 10% discount for the booth rates for the raw space and standard booth. We hope the exhibiters interested in the
Expo lose no time in booking before the deadline.
16.Booking Methods for Exhibitors
Reply: 1. Mainly via the official website of CIIE; 2; contact CIIE via special service agencies designated by foreign
governments; 3. contact CIIE via other ways published by Chinese government; 4. visit and book on site.
17.Booking Deadline
Reply: The booking deadline is June 30, 2018.
18.How do I know that I have made a successful booking? How to pay booth rates?
Reply: The exhibiter who has made a successful booking will receive a receipt. Payment should be made according to
the date specified in the contract.
19.Are booths arranged as per nationality?
Reply: For the convenience of purchasers to visit the Expo effectively as per trades and product types, the enterprise
booths of the first CIIE will be arranged as per trades and products in principle. Similar exhibits from the same country
or region may be concentrated in the same exhibition area as per actual situation.
20.Can exhibiters choose the booth location by themselves?
Reply: To guarantee exhibition effect, general arrangement of the Enterprise and Business Exhibition will be made
according to the common practices of international exhibition based on the booking.
21.Can the booth be transferred, sublet or resold?
Reply: No.
Fair Services
1.Temporary entry arrangement of people and exhibits during the Expo
Reply: During the Expo, relevant departments of Chinese government will energetically provide various guarantees and
convenient services for clearance of exhibiters and exhibits.
2.How to apply for relevant certificates?
Reply: During the Expo, a certificate center will be set up to render certificate services for exhibiters and purchasers.
Please refer to the exhibiters’ manual (offered after obtaining the exhibiters’ qualification) for details.
3.Is there a green channel for entry visa into China during the Expo?
Reply: The sponsor will negotiate with relevant embassies and consulates in China to offer visa services for foreign
exhibiters who have passed the qualification check, and for the successful-registered purchasers from various countries
to render necessary assistance and support.
4.Can exhibition expenses be settled in RMB?
Reply: During the Expo, all exhibition, service and other relevant expenses can be settled in RMB or other international
currencies.
5.Will the organizer appoint specific service providers, e.g., logistics, custom clearance, booth construction,
advertisement, etc.?
Reply: CIIE will appoint specific service providers, of which the final directory will be released after confirmation.

Customs
1. What are the regulations on exhibits’ customs clearance? What are the formalities of exhibits’ customs declaration?

Reply: The General Administration of Customs of the People’s Republic of China (GACC) issued the Measures of the
Customs of the People’s Republic of China for Goods Temporarily Imported or Exportedin December of 2017
[No. 233 Decree of GACC] to stipulate the import and export of exhibits.For specific procedures ofclearing different
exhibits, you may consult the official freight forwarders of the expo and entrust them to go through the procedures.
2. What procedures are required for exhibits to be transferred to other expositions after the Expo?
Reply:To transfer the exhibits to other exposition(s) after CIIE, the exhibitor is required to provide the approval(s) of
the exposition(s) in question.
Inspection and Quarantine
1. Is there a catalogue of CIIE exhibits exempted from inspection?
Reply:Entry exhibits and other non-tradable goods are exempted from inspection.
2. How can we declare the exhibits arriving by mail or express delivery or carried into China by person for
inspection and quarantine?
Reply:You may declare the exhibits at the joint check points at the venue.
3. What are thelimits of quantity or value of products for tasting at the event?
Reply:A moderate number of exhibits are allowed to be consumed during the expo(exhibition). Please refer to the
Administrative Measures on Supervision of Inspection and Quarantine of Entry-Exit Exhibits[2017 No.105 Decree]
published by the General Administration of Quality Supervision, Inspection and Quarantine of the People’s Republic
of China (AQSIQ) in December, 2017 for details.
Booths
1. What is the configuration ofincluded ina standard booth?
Reply:A standard booth comprises of long-beam spotlight * 4, power supplysocket * 1, tall glass cabinet (with
lights) * 1, low cabinet * 1, flat shelf * 3, reception desk * 1, negotiating table * 1, folding chair * 4, wastepaper
basket * 1 (and 1trough plate for apparel exhibitors).
2. If we book two or more standard booths, can we remodel them?
Reply:Remodeling is not recommended.
3. Can one or more standard booths be shared by multiple enterprises?
Reply:One standard booth can only be used by one enterprise in principle. If more than one enterprise intends to
jointly participate in the expo, they need to submit an application to the organizer.
4. What is the height limit of a booth?
Reply:Pursuant to the existing rules of the venue, the height limit is 6 meters for a single-storey booth and 8.5 meters
for a double-storey one.
5. Can exhibitors choose their exhibition areas? For example, can an intelligent furniture maker choose to display in the
exhibition area of Apparel,
Reply:Exhibitors can choose their exhibition areas as befit their needs, but their exhibits must correspond to the exhibits
profile of the chosen area.
6. What are the specific booth allocation principles and standards? Can exhibitors choose the location of their booths?
Reply:The Organizerwill allocate the booths according to the industry-specific plan of each area, the size, industrial clout
of the enterprise, booth size and specific category of exhibits. The booths will be coordinated and allocated by the
Organizer.
7. When will the final floor plan be available?
Reply:The Organizerwillprovidethe floor plan and release it to the exhibitors in a timely manner after the registration
deadline (June 30, 2018). Some exhibition areas will be allocated ahead of schedule based on the actual registration.
8. What does the exhibition budget cover?
Reply:The exhibition budget covers booth rate, booth design and setup costs, facility rentals (including but not limited to
utilities, Internet phones and conference rooms), super elevation drawing inspection charges and other service charges
(including but not limited to advertising, exhibit forwarding, flowers and green plantsrentals, reception, translation, travel
and accommodation).
Supporting Services
1. Is there a name list of financial, insurance, set-upcontraction, transport and translation service providers
recommended by the HostsOrganizer?
Reply:The expo will select a group of premium service providers in the industries for the exhibitors to selectto facilitate
the participation. The name list and the contacts will be released on the expo’s official website and through other
channels. Please stay tuned.
2. What criteria should the exhibitors raw space contractorsmeet if the exhibitors wantthey tobring their own
constructors contractorsto the site?
Reply: We recommend that the exhibitors select their contractorsfrom the list of recommended providers in the
Exhibitor’s Manual that has been released (standard booths will be built by the official constructors). Those exhibitors
who intend to engagea contractorother than that in the list are required to file an application to the competent
department of the expo and provide related documents (more specific requirements will be released later).In addition,
the booth set-up shall comply with relevant laws and regulations of the People’s Republic of China and provisions in
the Exhibitor’s Manual, including fire safety management, safe production management and utilities safety management.
Those exhibitors who choose to select the contractorsother than those in the list shall pay the deposit for the site and
related costs to the expo.
3. Is there any dedicated security service for high unit price but small exhibits, such as jewelries?
Reply:The Organizeris studying on and formulating plansand measures for professional supporting security services.

Venue
1. What is the maximum capacity of the venue?
Reply:National Exhibition and Convention Center (Shanghai) (NECC) has hosted a wealth of large expos with huge
flow of visitors in a safe and orderly manner, such as China International Medical Equipment Fair and Auto Shanghai.
As of now, the venue may receive 197,000 visitors at the maximum in a single day.
Events
1. Is there anymatch-making of different industries for the exhibitors and purchasers during the Expo?
Reply:We are pushing forward andwill organize supply and demand match-making for industries and sectors
according to the demand of exhibitors and purchasers.
2. Will the side events during the expo be held at NECC? If there are any other side events, when and how will their
venues and contacts be released?
Reply:During the expo, the Hosts will organize industry-specific forums, seminars, trade match-making sessions,
product releases and other side events. According to our current plans and programs, most of the events will be held
at NECC and its ancillary facilities.
3. We would like to know the ways and means to take part in Hongqiao International Trade Forum.
Reply:According to our preliminary plan, the first Hongqiao International Trade Forum will be an invite-only event.
Invitations will be sent to related world political leaders and dignitaries, representatives from large enterprises, figures
from governments, business community and colleges, and media workers. Part of the tickets will be reserved for major
corporate exhibitors. If you wish to attend the forum, please submit your request to the Expo Promotion Office of the
Hosts. We will coordinate among the applicants and reply to your request at our discretion.
Intellectual Property Rights Protection Services
1. What is the China International Import Expo (CIIE)planning to do toprotect intellectual property rights
(IPR)?
Reply:CIIE attaches great importance to the protection of IPR, as it is an important feature that will make CIIE a
world-class exposition. CIIE will establish a service center for IPR protection during the Expo, aiming at creating a
sound and favorable exhibition environment by providing relevant consultation and mediation services, protecting the
legal interests of exhibitors and IPR owners while also providing consultation services to exhibitors from overseas on
how to protect their intellectual property in China.
2. What services will CIIE offer to protect IPR?
Reply:CIIE will providequalityIPR protection services to guarantee the legal interests of all interested parties. Before
the event, exhibitors will be asked to agree on rights and obligations concerningIPR protectionby signing legal
documents and undertaking that their exhibition itemswill not infringe the IPR of others, whileprecautions will be
taken to avoid potential IPR disputes. During the event,aservice center for IPR protectionwill be set up to helpmediate
IPR disputes and offer consultationserviceson IPR issues for consideration.
3. How can exhibitors learn about CIIEservices forIPR protection?
Reply:Information regarding the work of the service center for IPR protection, rulesoncomplaints and resolutions of

4. What are the exhibitor’s IP protectionrights and obligations?
Reply:Exhibitors should sign an“exhibition contract”which contains an undertaking clause that their exhibits, packaging
of exhibits, booth design, promotional material and other material used for the exhibitionshould not violate any IPR. It
will also state that any IPR dispute during the Expo shouldaccept the mediationof the service center for IPR
protection in accordance withrelevant CIIE rules.
5. How can exhibitors betterprotect their own IPR beforethe event?
Reply:Exhibitors are suggeted toexamine the IPR oftheir exhibits and their packaging, booth design, promotional
material and other exhibitionitems,to avoidany inadvertantIPRviolation. Exhibitors can find out more aboutrelevantIPR

8. Do exhibitors need to bring IPR ownership certificates and supporting documents for their exhibition items?
Reply:Regarding exhibition items that hold IPR or withpermissions or authorizations, exhibitors couldbring the
relevant IPRcertificates and supporting documents, so as to ensure their legal interestsare protected against possible
IPR disputes and enable quick resolution.
9. Will CIIE establish anymechanism to protect IPRs during the Expo?
Reply:CIIE will set up a service center for IPR protectionto help deal with IPR disputes and provide consultation
serviceson IPR issues for consideration.
10. What should IPR owners doto deal with IPR infringement?
Reply:Should theIPR ownersfind thatcertain exhibits at the CIIE event infringe their IPR, they can lodgea complaint
about the alleged infringement directly on site with theservice center for IPR protection, in accordance with relevant
CIIE rules.
11. What should exhibitors do if they are subjectto an IPR complaintduring the Expo?
Reply:If anIPR complaint is lodged during the Expo, the relevant exhibitors should cooperate with the service center
for IPR protectionin accordance with CIIE ruleson complaints and resolutionof allegedIPR infringement. If the
exhibitor infringement is verified, the infringerwillbe held responsible in accordance with relevant Chinese laws and
regulations.
12. What is the composition of theservice center for IPR protectionand what isthe complaint procedure?
Reply:CIIE is in the process ofdrafting rules on complaints and resolutionsof allegedIPR infringement. Relevant
information including the composition of the service center for IPR protection, the complaint and resolution
procedures, and lists of supporting documents forlodging complaints,will be released on the websiteand other
platforms in due course.
Miscellaneous
1. Can a local government or exhibition organizer assemble a group of overseas affiliated enterprises in the
jurisdiction for the expo? Can they move in the same section even if they and their exhibits are from different
industries?
Reply:The Hosts will assign the exhibitors to their corresponding exhibition areas according to the category of their
exhibits. In principle, exhibitors from different industries are not allowed to move in the same section.
2. We have booked a booth before January 31, but we would like to extend our booth after January 31. Is the
extended section still eligible for the 20% discount?
Reply:Yes.
3. We would like to be a business sponsor for the expo and receive as soon as possible the contents and models of
business sponsorship.
Reply:The business partnership program is still being studied and formulated. Once it is ready, we will publicly solicit
sponsors and partners from the society. All the outstanding Chinese and foreign enterprises are welcomed to
collaborate with CIIE.
4. Can the Hosts provide a pro-forma invoice for the paid participation deposit when the exhibitors signed the
letters of intent?
